Ilse Michel’s Case and The Smoke Screens of The PGJDF.

Thank you for your attendance.
Both the board and legal representatives of Reintegración Social, A.C., want to present the information that has not been covered by the press in regards to Ilse Michel’s case.
It has now been 4 months since the beginning of this case and yet there is no trace of where she maybe, nor has anyone been assigned to investigate the case of the missing child. Such disengagement is very suspicious. The Attorney General, Miguel Mancera, is committed to conceal his incompetence by infiltrating the media with false information and criminalizing the NGO. His commitment will take him as far as to falsely state that children have disappeared in attempt to distract the public from the truth.
Meanwhile, he has been firing all the government employees that have been involved in this case. Unfortunately, the media does not speak about these actions. A scapegoat is trying to be made.
1. HOW THE CONFLICT BEGAN: SIMULATION OF JURIDICAL ACTS BY THE PGJDF.
On October 30th, 2008, Alicia Beatriz Azzolini Bincaz, who was then the district Attorney of the Procuraduría General de Justicia del Distrito Federal -PGJDF (Attorney General’s Office of Mexico city), showed up at the NGO’s facility, Reintegración Social, AC. Abusing her authority, she illegally tried to enter the premises by lying, voicing threats and falsely claiming that she had a search warrant. In theory she was looking for Ilse Michel, however, no legal documents were presented giving her such authorization. During the raid, ELVIRA CASCO MAJALCA, the Director of the children’s home was not present in the facility; therefore the doorman didn’t have authorization to open the door.
The following video is evidence of the violent and illegal behavior of the District Attorney and those accompanying her.
Furthermore, I would like to show the document that the District Attorney, in theory, presented. It clearly shows that the document was addressed to the Director of the children’s home, Mrs. Elvira Casco Majalca, and not to any volunteer of the NGO. Notice that this document was not a search warrant, as she had stated. Such actions are a SIMULATION OF JURIDICAL ACTS. NOTE THAT THE POLICEMEN WERE CARING WEAPONS TO A PLACE WHERE THEY KNEW THERE WERE CHILDREN.
2. ILLEGAL ARREST OF THE VOLUNTEER VANESA BARROSO.
On November 5th, 2008, at 10 am, Vanessa Barroso, one of the 4 volunteer lawyers of Reintegración Social, went to the Procuraduría de Justicia del Distrito Federal to notify the authorities about a provisional protection in which a Federal Judge stated that the child Ilse Michel should stay in the children’s home until her family’s legal status was completely analyzed and reviewed. For, previously the child was in great danger while with her family. That is why she was channeled into the children’s home of Reintegracion Social A.C., because it was reported that the child was raped by her father, grandfather and uncle.
3. ILSE MICHEL HAD A FEDERAL INJUNCTION TO ANALYZE HER CASE.
The purpose of the injunction, arranged by Reintegración Social was that a federal judge would analyze the case; since we know about many cases in which minors are sent back to the same households in which they were once raped. Statistics show that the rate of such impunity reaches a stunning 98%. Such facts were sufficient to have a Federal judge analyze the case as to why it was that the PGJDF had such urgency to return the child Ilse Michel back to her family. That’s why the Federal Judge ordered the injunction, indicating that the child was to stay under the NGO’s custody. Here you may see the injunction that was granted to protect the child. The Attorney General surely forgot to tell the Media that there was such injunction and that it was the beginning of all the conflict.
In immediate retaliation for the acquisition of such injunction, Alicia Beatriz Azzolini Bincaz, who was then the District Attorney, threatened and illegally detained Ms. Barroso at the very moment when she had gone to give a copy of the injunction to the PGJDF.
In order to detain her, Alicia Beatriz Azzolini Bincaz violated the federal injunction, charging Ms. Barroso with allegedly withholding the child Ilse Michel. During the detention, she was the object of torture, deprivation of sleep and threats in order to force her to declare herself guilty. Ms Barroso was taken into prison. Once imprisoned it was arranged for her to be beaten, to the degree that she was placed in a cell of high security.
Vanessa was released after 72 hours of imprisonment by The Judge of the 64th Criminal Court in Mexico City for being illegal detained. While Vanessa was already free, the Attorney General, during two weeks, kept on lying to the press saying she was still in prison.
The Attorney General and the District Attorney Azzolini were denied new arrest warrants and their scapegoat failed. After having lost all the respective appeals (numbers UNIT 474/2008 and UNIT 8/2009 of the seventh courtroom) The PGJDF continues to say that Vanessa Barroso was the Director of Casitas del Sur, even though the Judges have proven this to be false. The Attorney General and other government employees criminalized Ms. Barroso in the media. They are deceiving the public by making them believe that she is still imprisoned while in reality she is released.
4. MRS. ELVIRA CASCO MOJALCA HAS ALWAYS BEEN THE DIRECTOR OF “CASITAS”.
As it is stated in the Criminal Investigation FDS/T1/238/05-06 D4, the child’s grandmother, from the beginning, has charged Mrs. Elvira Casco Majalca, Director of the children’s home, with the crime of withholding Ilse Michel.
The PGJDF and Policemen pressured and threatened Elvira Casco Majalca to desist the federal injunction she herself had ordered, in exchange so that she would not have to be investigated on some unresolved crimes, which we now know are serious. Suddenly, the presumed person guilty of the missing child, Ilse Michel whom is accused by the grandmother of the child, disappeared from Reintegración Social taking the bank accounts that she controlled by herself. It turns out that she is now being represented by Alberto Zinsers law office. It is important to mention that Mrs. Casco had a very close relationship with the former District Attorney Alicia Azzolini until they had a disagreement about Ilse Michel’s case. We have information that Ilse Michel was already given in adoption to a high government official and that Casco Majalca didn’t agree, to such act.
Returning her to her grandmother was a smoke screen. The family trial was impelled by the PGJDF and financed by private sponsors.
5. RAIDS: THEFT AND BRIBERY.
In November the facilities of Reintegración Social we violently raided. The intruders said they were looking for Ilse Michel. The special operations group carried automatic assault rifles and wore balaclavas over their face concealing their identity. There were about 40 of them and they stole the video camera in which such aggressions were being recorded. The only evidence left from that violent raid is one recording was left behind and the children’s testimony, whose belongings were destroyed without any purpose. It was complete chaos and from that day on we know nothing about Ilse Michel.
Reintegración Social answered back with a press release to denounce this.
The Press release explains that the child must have escaped, since it is not possible for 40 policemen to have arrived at the children’s home destroying everything in their path and still not find her there. But the Attorney General’s Office of Miguel Mancera kept on insisting she was there, so they continued raiding the facilities re - victimizing the 120 children, and creating stress among the children. It is obvious that they were not trying to find her; they already knew she had escaped. The raids were to blame the NGO and to cover up PGJDF’s incompetence.
The staff and volunteers of the NGO were subjects to humiliating actions during these vile raids. Personal belongings and furniture were broken. The PGJDF policemen stole many goods and the equipment of the NGO, committing shameful acts of pillage against the NGO and against the children. They stole 7 laptops, 2 video cameras and 3 digital cameras. Up to this day, the return of these objects is unknown.
6. THE PGJDF WANTS OTHER CHILDREN TO GO MISSING.
During the raid on December 4th, 2008, it can be seen in one of the videos how a person is offering a bribe to one of the children so she can escape. Under an official order the bribery was committed by, Mrs. Elvira Casco Majalca, director of the children’s home, who suspiciously was part of the group. This goes to prove that the PGJDF’s sole purpose was to have the children go missing so then they could accuse the volunteers of kidnapping the children, like they have been accusing up until this very day.
WHAT IS MRS. CASCO MOJALCA DOING, WHOM IS THE PRESUMED PERSON GUILTY OF THE MISSING CHILD, ILSE MICHEL, UNDER AN OFFICIAL ORDER OF PGJDF OFFERING MONEY TO A CHILD SO SHE CAN ESCAPE? THE VIDEO AND THE WITNESSES ARE THERE,.
7 THE CREATION OF A “SCAPEGOAT”
Since the start of these proceedings’, the District Attorney Alicia Azzolini Bincaz, the Director of the PGJDF’s temporary shelter, Lorena Gonzalez Reyna, the director of Mexico City’s DIF, and the Directory Jesus Valencia have all from the Mexico City’s government (GDF).
If it were not enough with this, the Director of the children’s home, Mrs. Elvira Casco Mojalca has disappeared from the scene and is now legally represented by one of the most expensive law offices in Mexico, who have also defended Puebla’s infamous “gober precioso” and corrupt and vile lawyers, whom are very close friends of the General Attorney Mancera. Every thing stays within the family.
In order to distract the attention away from the PGJDF, they have made up scandalous lies about Reintegración Social and irresponsibly speculate about all that has happened and will happen.
THE LAWYER VANESA BARROSO HAS REPEATELY INVITED THE ATTORNEY GENERAL MR. MIGUEL MANCER, TO A PUBLIC DEBATE FOR THE MEDIA TO PRESENT EVIDENCE THAT THE PGJDF HAS A BUSINESS OF ILLEGAL ADOPTIONS AND THAT ILSE MICHEL WAS PART OF THAT BUSINESS. FUTHERMORE, TO PROVE THAT SHE WAS ILLEGALLY DETAINED, TORTURED AND THAT SHE WAS INNOCENT OF ALL THE CHARGES. THE GENERAL ATTORNEY HAS PORTRAYED HER AS A CRIMINAL.
HE HAS NOT ACCEPTED THE PUBLIC DEBATE. IS THE ATTORNEY GENERAL AFRAID OF HER?
NEXT WEEK WE WILL GIVE ANOTHER PRESS CONFERENCE TO SHOW THE FEDERAL INJUNCTIONS THAT WE HAVE GAINED. THE PGJDF DOES NOT WANT THE MEDIA TO KNOW OF SUCH ACTIONS. HOWEVER, REINTEGRACION SOCIAL A.C. WILL SOON BE OPENING ITS DOORS AGAIN IN SPITE OF THE RUTHLESS LIES OF MARCELO EBRARD’S GOVERNMENT AND OF THE ATTORNEY GENERAL.
8. THE UPRISING OF THE STRUGGLE COMMITTEE IN FAVOR OF THE DEFENSE OF THE RIGHTS OF THE VOLUNTEERS AND WORKERS FROM CASITAS DEL SUR.
Because of the former offenses, crimes and violations of human rights of the volunteers and members of Reintegración Social, AC, a joint struggle committee has been formed to demonstrate against these violations and offenses. The committee will denounce in all possible ways, petitioning the immediate and complete indemnity of crimes mentioned above, and also a complete resignation of functions and legal processes of the perpetrators of the former actions listed above.
The committee will struggle using all the possible legal means at hand to restore the constitutional rights that have been arbitrarily suspended to the volunteers and workers, since this is also a way the staff makes a living, even if it be modest, besides this being a beneficial project to SOCIETY. They will travel to all the national and international forums to denounce these ruthless crimes that are inconceivable in a Democracy. They will campaign to find Ilse Michel and also that the ostentatious police raids be carried out in La Merced where female children are being daily prostituted.
